![[Information Collection; Presolicitation Notice and Response]: Federal Register Presolicitation Notice Access Limit: CAPTCHA, Site Help, and Developer API Guidance](https://trendingissue.blog/wp-content/uploads/2026/10/pexels-11842567.jpg)
What should I do if the Federal Register Presolicitation Notice and Response page only shows an access-limit message?
If the Federal Register Presolicitation Notice and Response page only shows an access-limit message, the provided sources do not show the underlying notice text.
What the access-limit page says
The page says programmatic use of FederalRegister.gov and eCFR.gov is restricted because of aggressive automated scraping.
It also says the request was flagged as potentially automated.
What human users can do
For human users, the page says to complete the CAPTCHA. It also says to use the site-help option for IP access problems.
Those are the only confirmed recovery steps in the provided context.
What not to assume
Do not treat the access-limit page as the actual Presolicitation Notice and Response notice. The underlying notice content is not available in the provided source view.
If the page later displays the notice after the access step, use that updated page as the current source.
How can developers access FederalRegister.gov or eCFR.gov when programmatic access is restricted?
When programmatic access to FederalRegister.gov or eCFR.gov is restricted, the provided source text directs developers to the Federal Register and eCFR developer API documentation for access options.
The confirmed developer path
The access-limit page says programmatic use is restricted because of aggressive automated scraping. It points users toward developer API documentation for FederalRegister.gov and eCFR.gov access options.
The provided context does not include the documentation URL, account process, approval timeline, or technical requirements.
If your request was flagged
The notice says the request was flagged as potentially automated. For human users, it says to complete the CAPTCHA. For IP access problems, it says to use the site-help option.
That distinction matters: CAPTCHA is the confirmed step for human access, while developers are directed to API documentation for programmatic access options.
What to verify
Because access rules can change, check the live Federal Register or eCFR developer documentation before changing any automated workflow.
