![[Agency Information Collection Activities; Submission to the Office of Management and Budget (OMB) for Review and Approval; Comment Request; DOC-Census Workforce Development Collection]: Federal Register Access Limits for the DOC-Census Collection Notice](https://trendingissue.blog/wp-content/uploads/2026/10/pexels-219570.jpg)
What should users do if FederalRegister.gov blocks access to the DOC-Census Workforce Development Collection notice?
If the DOC-Census Workforce Development Collection notice does not open and FederalRegister.gov shows an access limitation page, the supplied material supports one main next step: follow the site’s access request process.
What blocked users should do
The Federal Register page shown in the provided context says flagged users may need to complete a CAPTCHA to request access.
That means the practical step is to use the CAPTCHA path shown by FederalRegister.gov rather than trying to work around the access limitation.
What is not confirmed
The supplied material does not provide substantive details about the DOC-Census Workforce Development Collection notice itself. It only shows the access limitation message tied to automated scraping controls on FederalRegister.gov and eCFR.gov.
So if you need the notice content, first resolve the access prompt, then check the official Federal Register page directly.
What to watch for
Access pages and site controls can change. If the message you see differs from the one described here, rely on the current instructions displayed on FederalRegister.gov.
Where should developers look for programmatic access to Federal Register or eCFR materials?
Developers looking for programmatic access should use the official developer API documentation referenced by the access message.
Where to look
The supplied context says the access limitation page points programmatic users toward developer API documentation for Federal Register and eCFR materials.
That is the confirmed direction: use the official API documentation path rather than automated scraping of FederalRegister.gov or eCFR.gov pages.
What this means in practice
If your tool, script, or service is being limited, the provided material indicates that programmatic access is handled through developer APIs.
The context does not include API endpoint details, authentication rules, request limits, or setup steps. Developers should check the current official documentation linked or referenced by the sites themselves.
Keep the source current
Because access rules and API documentation can be updated, use the latest instructions on FederalRegister.gov or eCFR.gov when building or troubleshooting programmatic access.
